The National Information Technology Agency (NITA) has highlighted research showing that strong governance structures alone do not automatically translate into digital transformation in Ghana’s public sector.
The study, titled “Does Governance Translate to Transformation? Direct and Mediated Pathways to Digital Government Maturity in Ghana’s Public Sector,” identifies cybersecurity as a critical strategic enabler in bridging the gap between governance and improvements in digital services, innovation and overall digital government maturity.
The research draws on the 2025 Government ICT Maturity Index (GIMI) survey, which covered 167 Ministries, Departments and Agencies (MDAs).
According to the findings, effective governance needs to be supported by cybersecurity measures to help translate governance structures into tangible improvements in digital government.
The paper was co-authored by Haruna Mohammed and Yaw Buadu Osei of NITA; Ing Dr Mark-Oliver Kevor, former Director-General of NITA; and Ibrahim Osman Adam of the University for Development Studies.
NITA said the research, featured at the Americas Conference on Information Systems (AMCIS) 2026, reflects its commitment to advancing evidence-based approaches to strengthening Ghana’s digital ecosystem and supporting the transformation of public services.
