Sam George says no sanctions for MTN

Minister for Communication, Digital Technology and Innovations, Samuel Nartey George has stated categorically that MTN Ghana will not be sanctioned for the technical hitch that prevented customers from accessing the improved data bundles on July 1, 2025.

He speaking at his quarter two (Q2) briefing to update the public on the current state of affairs with the various initiatives by the Ministry to drive the digital economy.

On June 11, 2025 the Minister announced that following negotiations with telcos in the country, all data bundles offered by the telcos will be increased by between 10 and 15% at same price beginning July 1, 2025.

Per his announcement, MTN agreed to increased all bundled by 15%, while Telecel and AT Ghana also agreed to increase theirs by 10% each.

At the time, the Minister stated categorically any telcos which fails to implement the directive on July 1, would have questions to answer.

But on July 1, 2025, MTN Ghana put out a statement which read as follows:

“Whilst implementing the data offer, which will provide 15% additional volume of data from today 1st July, 2025 MTN experienced a major technical issue which has affected data bundle purchases, including the data volume offer. As a result, customers are temporarily unable to purchase data bundles. We recognize the importance of staying connected and sincerely apologize for the inconvenience this may cause. Please be assured that our technical teams are working with urgency to resolve the issue and restore services as soon
as possible.

At the Q2 press briefing, the Minister was asked whether MTN was going to be sanctioned for hitch that happened on their network with regards to customer access to the improved data bundles.

Sam George stated categorically that “no MTN will not be sanctioned because I was awake at about 2am July 1, and I noticed that the new bundle was actually accessible on all networks including MTN, so it is not true that they did not implement it.”

He explained that the company actually made it possible for customers to access the improved data bundles, but due to the technical hitch, even though customers were credited with the new bundle, the notification they got still indicated the old bundle.

The Minister said due to the wrong notification, MTN had to fix the hitch before allowing customers to access the package, adding that MTN was quick to identify the problem and started working on it.

“I got a call from the CEO as early as 6am and he kept giving me updates on the hour on how they were progressing with solving the problem. At about midnight same day, the problem was resolves and the customer could access the bundles and get the correct notifications,” he said.

According to him, that level of commitment to identifying and fixing a technical problem should not attract a sanction.

Sam George however noted that the National Communications Authority (NCA) had been mandated to do an independent probe of what exactly happened and report to the ministry for further action, if any.
