NCA pushes balanced spectrum pricing to drive real network expansion

The Director-General of the National Communications Authority, Edmund Yirenkyi Fianko, has outlined a renewed regulatory focus on spectrum design and pricing, stressing that allocation must translate into tangible service improvements for consumers.

Speaking at a joint industry event marking the 15th anniversary of the Ghana Chamber of Telecommunications and the NCA’s 30 years of operations, he described spectrum as a finite national resource that must be managed with precision and long-term impact in mind.

“Spectrum is finite and very valuable,” he stated, adding that the Authority’s approach is anchored on transparency, predictability, and rigorous execution.

He emphasised that spectrum pricing must strike a careful balance between government revenue objectives and the need to incentivise network investment and rapid deployment.

“The success of spectrum licensing is not measured by assignment alone but by deployment, service quality, and consumer impact,” he stressed.

According to him, assigning spectrum without ensuring quality service delivery defeats its purpose, warning that deployment without improved user experience cannot be considered progress.

The NCA boss noted that Ghana’s telecom networks are currently under increasing strain due to surging data demand and rising consumer expectations, making efficient spectrum utilisation more critical than ever.

He indicated that future spectrum frameworks would prioritise outcomes that deliver meaningful connectivity, enhance productivity, and support broader economic growth.

Fianko further underscored the need for collaborative engagement between regulators and industry players, noting that effective spectrum management is central to building a resilient and inclusive digital economy.
